Spirit Energy Services, Preston County Economic Development Authority, Clear Mountain Bank, and Steel Valley Wastewater, LLC Announce Property Transition and New Job-Creating Developments in West Virginia

October 7, 2025

Bruceton Mills, WV – Spirit Energy Services, the Preston County Economic Development Authority (PCEDA), and Clear Mountain Bank today announced a joint initiative that will repurpose Spirit’s Bruceton Mills industrial property to support future manufacturing development while advancing Spirit’s next phase of industrial and environmental services growth in Weirton, WV.

Spirit originally acquired the Bruceton Mills site in 2019 with financing support from Clear Mountain Bank. The property has served as a base for Spirit’s vacuum truck service fleet, truck maintenance, equipment lay-down, and temporary bulk storage operations. With the completion of Spirit’s Beech Bottom facility and nearby Charleston TSDF, the Bruceton Mills property became redundant to Spirit’s WV operations.

Through financing participation with Clear Mountain Bank and the Preston County Economic Development Authority, the Bruceton Mills property will now be transitioned for manufacturing development with a goal of creating high-value, long-term jobs for the region. Its location adjacent to Interstate 68 and in close proximity to Interstates 70 and 79 makes it an ideal site for industrial and manufacturing investment. PCEDA funds were provided through an Abandoned Mine Lands Economic Revitalization (AMLER) grant through the WV Department of Environmental Protection and supported by WV Governor, Patrick Morrisey.

At the same time, Spirit is working with Clear Mountain Bank to finance the development of its new state-of-the-art Centralized Waste Treatment (CWT) operation in Weirton, WV. Operating under Steel Valley Wastewater, LLC, the new facility will provide advanced, non-hazardous industrial wastewater pretreatment services. It will feature laboratory QA/QC capability as well as drum consolidation and processing systems for non-hazardous industrial solids. This expansion will create additional skilled jobs in Brooke County, WV while helping industrial and commercial customers across the region stay compliant with environmental regulations.

Stakeholder Quotes

“Spirit Energy has deep roots in West Virginia, and this initiative allows us to contribute to two communities at once,” said Tim Mathews, CEO of Spirit Energy Services. “By working with our partners at Clear Mountain Bank and PCEDA, we’re ensuring that Bruceton Mills can attract new manufacturing investment while we focus on building state-of-the-art wastewater treatment capacity in Weirton. Both projects mean new jobs, new opportunities, and stronger communities in our state.”

“Clear Mountain Bank is proud to play a role in both transitions – supporting the acquisition of the Bruceton Mills site for future manufacturing and financing Spirit’s innovative new wastewater treatment facility in Weirton,” said Dave Thomas of Clear Mountain Bank. “We believe in investing in local businesses and local communities, and this partnership demonstrates the positive impact that collaboration can achieve.”

“The PCEDA’s mission is to help create high-value, sustainable jobs for the people of Preston County,” said Robbie Baylor, Executive Director of the Preston County Economic Development Authority. “The redevelopment of the Bruceton Mills property positions us to attract new industry and investment, while also celebrating Spirit Energy’s continued growth elsewhere in the state. It’s a win-win for West Virginia.”

Teamwork

Together, Spirit Energy Services, Clear Mountain Bank, and the Preston County Economic Development Authority are demonstrating how private enterprise, financial partners, and local development agencies can collaborate to strengthen communities, create jobs, and build long-term economic value for West Virginia.

Spirit acknowledges the legal expertise of Robert Shuman at Reeder Shuman PLLC in Morgantown, WV, whose guidance was instrumental throughout both the acquisition and sale of the Bruceton Mills property.
